The program examined the strategic initiatives to promote decarbonised Inland Waterways Transport (IWT) within the Lagos metropolitan area. Focused on a comprehensive gap analysis between existing supply and projected demand, with the goal of formulating a transformative multimodal transport strategy. The development of integrated interchange hubs,  optimization of existing infrastructure, and the establishment of a minimum viable IWT framework, comprising jetties, ferries, and an Intelligent Transport System (ITS). Business-driven initiatives, Mobility-as-a-Service (MaaS) platforms, green corridors, and the integration of diverse transport modalities were discussed, along with international case studies. We clarified British inland waterway business models, and informed the development of context-specific strategies. We concluded by addressing the promotion of IWT in Lagos, emphasizing digital transformation, systemic integration, and the creation of a sustainable, symbiotic ecosystem.
